Neither did [the warriors of] Naphtali drive out the inhabitants of Beth-shemesh, or the inhabitants of Beth-anath, but they lived among the Canaanites, the inhabitants of the land; and the inhabitants of Beth-shemesh and of Beth-anath became forced labor for them.
Neither did Naphtali drive out the inhabitants of Bethshemesh, nor the inhabitants of Bethanath; but he dwelt among the Canaanites, the inhabitants of the land: nevertheless the inhabitants of Bethshemesh and of Bethanath became tributaries unto them.
Naphtali fared no better. They couldn’t drive out the people of Beth Shemesh or Beth Anath so they just moved in and lived with them. They did, though, put them to forced labor. 34-35 The Amorites pushed the people of Dan up into the hills and wouldn’t let them down on the plains. The Amorites stubbornly continued to live in Mount Heres, Aijalon, and Shaalbim. But when the house of Joseph got the upper hand, they were put to forced labor.

The tribe of Naphtali didn’t drive out the people living in Beth Shemesh and Beth Anath. So the people of Naphtali lived among the Canaanites who were in the land. The people of Beth Shemesh and Beth Anath were forced to work hard for them.
