Job 37:12

“Its direction is turned around by His guidance,That it may do whatever He commands itOn the face of the inhabited earth.

And it is turned round about by his counsels: that they may do whatsoever he commandeth them upon the face of the world in the earth.

“It changes direction, turning around by His guidance,That [h]it may do whatever He commands [i]itOn the face of the inhabited earth.

He directs the clouds to circle above the surface of the whole earth. They do everything he commands them to do.
