Daniel 4:17

“This sentence is by the decree of the angelic watchersAnd the decision is a command of the holy ones,So that the living may know [without any doubt]That the Most High [God] rules over the kingdom of mankindAnd He bestows it on whomever He desiresAnd sets over it the humblest and lowliest of men.”

This matter is by the decree of the watchers, and the demand by the word of the holy ones: to the intent that the living may know that the most High ruleth in the kingdom of men, and giveth it to whomsoever he will, and setteth up over it the basest of men.

The angels announce this decree, the holy watchmen bring this sentence, So that everyone living will know that the High God rules human kingdoms. He arranges kingdom affairs however he wishes, and makes leaders out of losers.

قَدْ صَدَرَ هَذَا الْقَضَاءُ عَنْ أَمْرِ الرُّقَبَاءِ السَّاهِرِينَ، وَقَرَارُ الْحُكْمِ بِكَلِمَةِ الْقُدُّوسِينَ، لِكَيْ يُدْرِكَ الأَحْيَاءُ أَنَّ الْعَلِيَّ مُتَسَلِّطٌ فِي مَمْلَكَةِ النَّاسِ، يَهَبُهَا لِمَنْ يَشَاءُ، وَيُوَلِّي عَلَيْهَا أَحْقَرَهُمْ.

這是守望者的命令，是聖者的決定，要讓眾生知道至高者主宰世上萬國，祂要把國賜給誰就賜給誰，即使是最卑微的人。』
